The first two phases focused on improvements to Peachtree from Roxboro Road to Maple Drive. The third phase of the work will cover the stretch from Maple Drive to Shadowlawn Avenue and the fourth phase will cover from Shadowlawn to Sheridan Drive.
The estimated costs to finish Phases 3 and 4 are $140,000 and $320,000, respectively, for an overall total of $460,000.
Brian McHugh, the district’s director of transportation and planning, said it separated the work into two contracts — one to finish Phase 3 and another to begin Phase 4 — because Phase 3 includes federal funding.
Jim Durrett, the district’s executive director, said there is a possibility those budgets could be reduced after negotiating and fine-tuning the project scope.
McHugh said he expects the planning and outreach portion of the work to be carried out through the end of the year.
“The design and construction would be next year,” he said. “We’re going to try to get at least a good portion of Phase 4 done by next summer if we can … so it’s not a very big construction mess in the summer.”
Board Vice Chairman John Lundeen said the board considered which company had the most knowledge of the area as well as which company the impacted business owners felt the most comfortable with before choosing Kimley-Horn out of two other contractors — Lowe Engineers and Heath and Lineback Engineers.
“This was not the least expensive contract … but I do think they’re the best qualified to understand the process,” he said.
McHugh added, “Kimley-Horn was the only team that was all in-house. They’re probably the best prepared to pick up the ball and run with it.”
Lundeen said costs had to be adjusted to add a higher degree of public input for the last phases of the project.
“I think we all felt that we needed additional buy-in from the public as well as the people that own property along Peachtree so that added a little bit to the original estimate,” he said.
Durrett said he would expect construction to start by early spring if all goes favorably.
“The final design of Phase 3 depends upon the final concept of Phase 4,” he said.
