Ferrell comes to Fulton County after a long career in public service. He served most recently as deputy general manager and chief operating officer of MARTA, a position he held for four years. In that role he was responsible for managing a budget of more than $430 million for an organization of more than 5,000 employees. He worked directly with Fulton County and other government partner agencies.
Ferrell previously held leadership positions with Capital Metropolitan Transit Authority in Austin, the Regional Transit Authority of New Orleans, Southeastern Pennsylvania Transportation Authority and Dallas Area Rapid Transit.
He is a graduate of Huston-Tilloston University in Houston, and is involved with numerous professional organizations in the area of public administration.
Commission Chairman John H. Eaves said of the appointment, “I know that Mr. Ferrell will serve the citizens of this county with distinction during an important time of transition. I look forward to working with him in leading Fulton County into the future.”
The county manager is appointed by the board.
R. David Ware, county attorney, served as interim county manager since Jan. 1.
The three candidates, announced Aug. 20, were Ferrell, Fulton County Finance Director Patrick J. O’Connor and Morris E. Williams III, DeKalb County chief of since 1997.
According to the county web site, the county manager is responsible for the overall administration of all departments.
The county manager’s office includes several divisions:
Administrative Services is responsible for administration of the county manager’s office, providing support to all other divisions.
Boards of Equalization provide free appeal hearings to county property owners regarding property assessments.
Broadcast and Cable maintains the county’s broadcast facilities, FGTV, and oversee cable franchises within the county.
Chaplains conduct services at indigent burials, present invocations at county meetings and provide nondenominational counseling to county employees.
Communications provides information to citizens and the media.
Customer Service assists citizens needing general information, foreign language interpreters, notary services and the like.
Equal Employment Opportunity and Disability Affairs ensures county employees are not subject to discriminatory actions.
Intergovernmental Affairs is the liaison to state and federal government bodies and coordinates all grant activity within county government.
The Ryan White Program is responsible for programs and activities related to Part A of the Ryan White Treatment Modernization Act, federal legislation which addresses the unmet health needs of persons living with HIV disease by funding primary health care and support services.
