Voters opposed the proposed charter amendment by 57.46 percent for a total of 4,419. Voting for the proposed amendment were 3,272 residents for 42.54 percent, a difference of 1,147 votes.
Since 2003, the city has been operating under a council-manager form of government, which tasks the city administrator with the administrative duties of the city, such as hiring and firing employees, supervising departments and managing the budget.
The mayor is the chief executive officer of the city — signing checks, making sure laws and ordinances are executed, voting, presiding over meeting and more.
The charter change in 2003 was not approved by the state legislature due to confusion over a home rule advantage law, and the language is muddied.
The charter amendment would not have changed the responsibilities of either city position. With the amendment having failed, the city will continue to operate under the 2003 charter.
