Council considers request from recycler for outdoor storage

The Douglasville City Council considered a number of zoning change requests during its Thursday night work session.

The council considered a request from North West Georgia Recycling Center to remove a prohibition on outdoor storage from an existing special land use permit for its site at 8729 S. Flat Rock Road.

The company handles metal recycling, steel and non-ferrous metals.

The board also was to vote earlier this week on a request by the city to amend a section of the zoning ordinance to eliminate the minimum lot size requirement for neighborhood commercial and exempt such lots from the minimum setback requirements in the city’s Historic District.

In a zoning matter delayed from Oct. 15, the city council heard a request from Jeffrey and Lesia Vick for an amendment to the future land use plan from medium density single-family detached and attached on a property at 8443 Duncan St.

The request also calls for a change in rezoning from single-family detached residential to neighborhood commercial.

According to spokesman Larry Toney, the property has been in the family for 30 years and he said he believes it is compatible with the neighborhood commercial district.

Owners Keith Fenton and JieFang Hun Couzens of Reflex Massage asked for a special land use permit in a general commercial district at 2750 Chapel Hill Road.

The special land use permit would be needed for a personal services-massage only business, confirmed assistant city attorney Suzanne Littlefield.

Attorney Ryan Moss, who spoke on behalf of the owners, said they are both state-licensed massage therapists and reside in Douglasville. Their specialty would involve reflexology, Swiss and deep tissue massage.
