Commission ponders position skills, responsibilities

The reins of Clayton County government have begun to reflect the return of a strong commission chairman model of county government, one which the Carl Vincent Institute of Government at the University of Georgia has repeatedly recommended for the county.

Having approved creation of a chief financial officer and chief operating officer for the county at its first meeting of the new year, the commission heard the first reading of an ordinance at its Jan. 15 meeting which set forth the general provisions of the CFO, which included that individual reporting direct to Commission Chairman Jeff Turner.

The CFO and COO positions replaced the county manager post which the commission eliminated at its Jan. 2 meeting, along with that of the long-vacant chief of staff position.

The vote was 3-2 with Turner casting the decisive vote, joining vice chair Michael Edmondson and Commissioner Shana M. Rooks while Commissioners Sonna Singleton and Gail Hambrick opposed the measure.

According to Turner, the CFO and COO positions were created to streamline the government, “and make sure there is a clear line of communication from the top down and the bottom up,” he said.

“The CFO and COO position availability will be on the county web site in the near future and we are currently seeking qualified applicants for the positions,” Turner added.

The chairman said once applications have been received, he will carefully review them and then make his recommendations to the full commission.

Although Turner said he would like to see the positions filled as quickly as possible, possibly within 30 days, he will proceed in making his recommendations to the board in what he called, “a smart way.”

“I want to make sure we have got the best fit, not only for our county government and this administration but primarily for our citizens,” he added.

Turner said creations of the CFO and COO are “good moves” for the county and he is looking forward with the selected individuals, “to see what can be accomplished in Clayton County.”

Turner expects the COO to have close contact with not only department heads but county employees as well.

Although all of the job descriptions and qualification requirements will be on the web site, Turner said he is looking for applicants who are “project-driven.”

“I need to have someone in place that knows what needs to be done so we can accomplish these tasks,” he said.
