The county’s transportation department sought approval last week from the Douglas County Commission to advertise for a public hearing before submitting a list of 27 county thoroughfare roads to GDOT to be authorized to use radar to detect speeding.
According to county DOT director Randy Hulsey, the county and sheriff’s department get a higher volume of calls concerning speeding issues for these roads not currently under radar detection approval for the sheriff’s department from the state.
Hulsey said the county’s two-year study determined that “this is a way to control speeding by radar authorization.”
The roads proposed are county thoroughfares, not subdivisions, and would increase the number of county roads that could be radar enforced from 50 percent to 68 percent.
Unlike the sheriff’s department, which can only use radar detection on GDOT-approved thoroughfares, the Georgia State Patrol has unrestricted radar use not only in Douglas County but across the state, including in subdivisions.
“It is the state’s way to inhibit cities and counties because they think it is a revenue issue,” said Chief Deputy Stan Copeland.
“A speed limit that is not enforceable is no speed limit at all.”
According to Copeland, a state trooper does not have to abide by any of this because the state does not want to relinquish their ability to enforce speed.
“I can send a deputy out there but he cannot enforce the speed limit on these new roadways without it,” he said.
Of the 27 proposed roads on the list, 17 would have speed limit increases of 5 mph; four would increase by 10 mph and six would have no changes.
Any changes in a county’s speed limit or radar usage must be approved by the GDOT to ensure that the county is not creating speed trap opportunities, explained Hulsey.
“The fact of raising speed limits might seem a dichotomy to people,” said Hulsey. “In the case of these roads, all of them have been studied.”
The cost to the county to change speed limit signs would be minimal, said Hulsey. All costs have already been included in the county DOT department budget.
“Primarily the cost would be to go out and change speed signs,” he said.
Proposed roads to be submitted for GDOT approval for radar speed detection devices are:
- Banks Mill Road from Post Road to Hwy. 5 from 35 mph to 40 mph
- Berea Road from Hwy. 5 to Daniell Mill Road from 35 mph to 40 mph
- Brewer Road from Mann Road to Mann Road, 35 mph to 45 mph
- Brittain Road from Cedar Mountain Road to High Point Road, 35 mph to 40 mph
- Cave Springs Road from Hwy. 92 to city limits (572 feet north of Wood Creek Way), 35 mph to 40 mph
- Cole Road from Ephesus Church Road to Liberty Road, 35 mph to 35 mph
- Conners Road from Hwy. 78 East to 0.15 miles west of Nalley Road, 35 mph to 40 mph
- Cowan Mill Road from Bright Star Road to Mason Creek Road, 35 mph to 40 mph
- High Point Road from Brittain Road to Hwy. 61, 35 mph to 40 mph
- Industrial Access from McIntosh Road to Huey Road, 45 mph to 45 mph
