Douglas County finance department captures top honors

The department overseeing Douglas County government’s finances ranks among the best in Georgia, according to the Georgia Government Finance Officers Association.

The association, a nonprofit group which works to promote excellence in government financial management, gave the county’s finance department both the Certificate of Achievement for Excellence in Financial Reporting and the Distinguished Budget Presentation Award.

Douglas County finance director Jennifer Hallman said the awards reflect the dedication of the county’s 10-member finance team and enhances the department’s transparency to Douglas County residents.

“We would not be able to accomplish this without the support of the Douglas County Board of Commissioners and our county administrator,” Hallman said.

The awards signify that Douglas County government uses the highest principles of both governmental budgeting and financial reporting, according to association officials.

Hallman said the awards were a significant achievement because Douglas County is now one of only 14 Georgia counties to have won both awards from the association.

Douglas County had to comply with nationally recognized association requirements for effective budgeting and financial reporting to be selected, Hallman said.

The requirements for the budget presentation award included providing a policy document, financial plan, operations financial plan and operations guide as well as reporting budget and finance information to residents in easily understandable terms. Both awards also require submitting a comprehensive annual financial report to the association.

County Chairman Tom Worthan said the county’s finance department, “continues to demonstrate that they are at the top of the class when it comes to handling this very important and critical aspect of county government.

“The board of commissioners congratulates each and every member of the finance team for the hard work they do.”
