County to vote on tax rate, other financial matters

The Fulton County Board of Commissioners at its meeting Wednesday is expected to approve a new millage rate after a public hearing.

Two additional hearings were conducted last week after the vote was postponed in the July 16 meeting.

The proposed new property tax rate is $11.781 per $1,000 of assessed value, more than 15 percent higher than the current 10.211 rate and 17.45 percent higher than a rollback rate of 10.03.

Georgia law requires the same earnings as the previous year through a “rollback” rate or public hearings if more property tax revenue is collected, even if it is due to higher assessments under unchanged millage rates.

The proposed South Fulton Tax District millage rate is 12.469 mills; this rate remains the same as the 2013 rate.

Also on the agenda under Planning and Community Services is a modification of the fee schedule for the South Fulton district.

The fees are in Section 3, which covers buildings, permits, planning and zoning.

According to Planning and Community Services Director Randy Beck, the changes are needed “to ensure that Fulton County’s fees approximate the reasonable costs associated with the service.”

Most of the changes are in inspection permit fees; others include arborist inspections, street name markers, stop signs, timber harvesting, road name changes and document scanning.

In its purchasing and contract compliance section, the county plans to vote on spending $389,000 for 13 regular fuel and alternative fuel light- and heavy-duty trucks from Allan Vigil Ford in Morrow for the Department of Water Resources.

The water department is also slated to get an Envirosight Rovver X camera system and five-year preventive maintenance program for sewer inspection for $206,000 from Environmental Products of Georgia in Atlanta.

The Atlanta-Fulton Public Library System’s South Fulton branch is on the docket for $494,000 in design and construction fees from McAfee3 Architects of Atlanta for its 10,000-square-foot expansion and renovation.

The Stewart-Lakewood branch is up for $9 million in construction management-at-risk services from the Winter-Johnson Group to provide construction phase services for the new 25,000-square-foot library.

The county will revisit Commissioner Robb Pitts’ proposal for a county auditor, taking an existing accounting position and changing its place in the county organization chart so the employee reports directly not to the commission but to the county manager, who is in turn responsible for presenting annual budgets to the commission.

The item has been on agendas since April 16.

New action items include a resolution sponsored by Vice Chair Emma Darnell urging Gov. Nathan Deal and the Legislature to extend coverage of Medicaid for the benefit of uninsured residents and to reduce the tax burden of county property owners.

Commissioners’ discussion items include outstanding fees for environmental health services, the emergency situations communication process, vehicles assigned to health inspectors, the collection of county fees, Grady Health System’s standard of care quarterly report, a Cooperative Extension audit and Providence Park expenses.
